So, politicians have 4 years, at most, 8 years to be in office. It's all about personal interest, that which will give him/her more votes. With more votes, comes more fiat money. Polit-shitcoins are the trojan horse.

Is Tx1 actually stuck due to Carol's actions or rather due to the fact that Alice actually sent Tx1 with a very low fee, considering the known fact that miners will always prefer to go for high fee transactions? In other words, who actually created the problem in the first place?

The challenge is that there are far less bitcoin spenders. The problem is not with the merchants because most people do not request to pay with bitcoin. (And most people are so convenient with the fiat payment systems such that it's difficult for them to turn to bitcoin, at this stage). Once there is enough demand for payment in bitcoin by spenders definitely the merchants have no choice but to supply means of bitcoin payments.
