I don't think that's completely right. I've never owned a territory, but I think there's some kind of moderation because the description on some of them says 'moderated'.

That's just pure B.S., They likely had that change planned anyway; the legal issue just pushed them to do it sooner. But for real, only @k00b knows the answer.
