There already are protocols and tools for that (Matrix, XMPP), not to mention pure p2p solutions (keet, briar, etc)

Signal is still better than WA or telegram.
Personally I use it to communicate with normies. I can on-board them easily on Signal, the UX is amazing. No way I can do the same for the more decentralized alternatives.
