Signal is not designed to be federated: https://signal.org/blog/the-ecosystem-is-moving/
They actively discourage forks both for clients and servers: https://github.com/LibreSignal/LibreSignal/issues/37#issuecomment-217211165
There already are protocols and tools for that (Matrix, XMPP), not to mention pure p2p solutions (keet, briar, etc)

Signal is still better than WA or telegram.
Personally I use it to communicate with normies. I can on-board them easily on Signal, the UX is amazing. No way I can do the same for the more decentralized alternatives.
