For context, in the past week ~HealthandFitness had 447 comments (now 448) and in the past month we had 1966.
It doesn't look to me like commenting is down.

That's fair. We'll see other territories messing with their comment fees and that will help us gauge where the willingness to pay really is.
If everyone does it, it can work in the long run. But I don't see ~bitcoin and territories with permanent ownership will bother to mess with it.
Don't be so sure, ~bitcoin was the first territory to raise the posting fee.
