I know some people who do work related to California's water management system. It's a very complicated mess, and has been for a long time.
It looks like the particular system they're taking credit for "turning on" was already under federal control.
You're right that things like that are sticking points in potential secession talks, but I don't see why they'd be deal breakers. If Trump were willing to let CA go peacefully under any circumstances, I can't imagine giving back control over internal water management would be a huge problem.
You're initial point was the more relevant, I think. Trump is clearly looking to go the other direction and bring more territory into direct US control.
The point is more that California's problems are California's own doing, not the parent entity they constantly need help from and to whom their largest business are fleeing for. So secession doesn't address anything, it doubles down on the problem: California.
If this article had a point to make, other than there's still a sect of small government libertarians that are addicted to losing and looking retarded, it would be reversed:
The US should deny all funding to California and remove its federal seats from office until it such time that holds new elections meeting federal standards for security. This is whats more likely to happen.

Since I think secession is very unlikely, I probably agree. However, that also seems very unlikely.

Trump already floated basically that, narrative seeding... I think some version of it is more likely than not. However it plays out the end result is i'm willing to wager sats that Nicole Shanhan has already been selected as the next CA governor.
