They are looking for ways to detect and then control consciousness.
Why else would states be paying well robbed money to researchers?

I think this is a strange topic to be studying, seeing as how humans cannot even prove to each other their own consciousness :)

Could it be that to sense it is to prove it.
Some science requires consciousness to sense consciousness, there are no machines that I know of that can do that.
Proving something can be done with contradiction, too.

Animals, possibly even insects, have emotions

Didn’t we know this already? If you have ever had a cat or dog you would understand this, easily. They are quite expressive about it, too.
Some farm animals also show emotion and consciousness.
