Sure, but they exist because they have the public infrastructure, and the people in that country, and the roads, electricity, etc.
At the end of the day, most services end up relying on public infrastructure.
do you really think without the gov, no one will build these things? - what if it creates more competition, and people build better public infrastructure?

Of course people can build those things without government. Anyone can start their own infrastructure outside of the control of any government.
But if you are using public property already developed by a government, it seems fair to pay your share.

The system can become decentralized and companies competing to projects. Spending on materials should be fully transparent where citizens can investigate if funds were used for appropriately. This is just one example that can be improved on to eliminate governments completely.
