I've tried to figure this out too. I've heard claims that Monsanto has genetically nerfed their seeds to be non-reproductive, but then why is there a need for licensing?

My first job here in Brazil was with a company that provided services for Bayer. It's funny that many of the products that were banned from sale and marketing in Europe were sold here in Latin America without any problems.

These are all insecticides it looks like? I'm sure there are plenty that are banned in Europe. Not all of these though.

Yes, most of them are insecticides, and it's common for either the product itself to be banned or part of the product's base to be banned because it contains a prohibited ingredient.
