Some of what appear to be significant declines were associated with purges of bots and ass-milkers and are therefore not really indicative of a decline in SN.
That said, there has been a noticeable slowdown in real engagement. I mostly attribute that to a small number of formerly prominent stackers cutting back dramatically.

No. I'm thinking of the decision to cap the number of rewards recipients and charging fees at all.
