I think that the early decline coincides with the introduction of the Single European Payment Area.
From my experience living in Spain, I would say that at least half of that unemployed youth is composed by the migrants that the socialist governments are actively importing and supporting financially.
I have tried to get statistics on how many non-nationals in Spain are unemployed but haven’t been able to get find them for the obvious reason that it’s inconvenient for the government.
Even then, the path to Spanish citizenship in Spain in halved to 5 years if you made it there as a ‘refugee.’ I believe it should double like in Switzerland.
