Comprehensive 1099 Taxpayer Protection and Repayment of Exchange Subsidy Overpayments Act of 2011 - Amends the Internal Revenue Code to: (1) repeal requirements for the reporting to the Internal Revenue Service (IRS) of payments of $600 or more to corporations that are not tax-exempt and of gross proceeds paid in consideration for any type of property; (2) repeal requirements for reporting payments made with respect to rental property which is not part of a trade or business; and (3) increase the limitation on recapture of excess advance payments of the tax credit for health insurance premiums.

Great job here by Sen. Lummis! It is crazy to me that our government is trying to shake the pennies and dimes out of common every day american citizens. The fact she had to sponsor this law to protect Americans from burdensome tax regulations such as this is ridiculous.  Anyone having to report to the IRS about anything that has to do with $600 is truly disgusting. While this law came in 2011 little does Sen. Lummis know at this time that this same issue would come up with transfers to Cash App and Venmo.  I gave her a 5 on this law because she is increasing freedom and finanical privacy from the IRS for everyday Americans. Laws like this I can see why she can be a strong advocate for bitcoin on the Hill.

# H.R.5566 - Animal Crush Video Prohibition Act of 2010

## The Bill in Summary:

Animal Crush Video Prohibition Act of 2010 - Amends the federal criminal code to revise the prohibition against depictions of animal cruelty to prohibit anyone from knowingly creating an animal crush video if: (1) such person intends or has reason to know that such video will be distributed in, or using a means or facility of, interstate or foreign commerce; or (2) such video is distributed in, or using a means or facility of, interstate or foreign commerce. Prohibits the sale, marketing, exchange, or distribution of such videos in interstate or foreign commerce.

Defines "animal crush video" as any photograph, motion picture, film, video or digital recording, or electronic image that: (1) depicts actual conduct in which one or more living non-human mammals, birds, reptiles, or amphibians is intentionally crushed, burned, drowned, suffocated, impaled, or otherwise subjected to serious bodily injury; and (2) is obscene.

Extends the applicability of this Act to a person selling, marketing, advertising, exchanging, distributing, or creating animal crush videos outside the United States if: (1) such person intends or has reason to know that the animal crush video will be transported into the United States or its territories or possessions; or (2) the video is so transported. Imposes a fine and/or prison term of up to seven years for violations of this Act.

Exempts from the application of this Act: (1) any visual depiction of customary and normal veterinary or agricultural husbandry practices, the slaughter of animals for food, or hunting, trapping, or fishing; and (2) good faith distribution of an animal crush video to a law enforcement agency or a third party for the sole purpose of determining if referral to a law enforcement agency is appropriate.

Provides for compliance of the budgetary effects of this Act with the Statutory Pay-As-You-Go Act of 2010.

# The Score (3/5) 

As a person who loves animals I  am 100% on board with this bill. I know Bitcoiners are against censorship but evil exists in the world and people who abuse animals are absolute scum and should  censored and  punished.  Torturing animals for fun and putting it on tape and video needs to be censored and people who produce this kind of content have a special place in hell

Some might say humans slaughter animals by the millions for food so why no allow this vile behavior to proposer? The answer is easy we need food to survive. Protein is a fundamental nutrient that all humans need to sustain life. Killing animals for food is necessary for humans to survive.  I don't buy the vegan lifestyle and we all can live on plants and grains. Some people need the protein in meat so slaughtering animals makes sense. 

I gave this a three because it is trying to bring some sort of morality to the American public. Sen. Lummis on this bill did right by the American people. I didn't give it a max score because to comply with this law some level of censorship is required which can be oppressive if abused by the government but this is far and away from a warmongering Neo-Con bill that pumps the military industrial complex's bags.

Yawn. A naming bill. No offence to Major Roberts and his family but once again Congress is serving a special interest here. The time and resources wasted on voting on such a bill is ridiculous. Stuff like this could be delegated down to the Governor of the State or the Director of the VA if the duty is inherently federal. Instead of wasting time and resources of the American public this can be easily managed within the VA alone no need for an act of Congress. Create a board within the VA appointed by the President and name the VA facilities.  Task done at the fraction of the time and cost of an act of Congress. 

I gave this a score of two because naming buildings does nothing for 99.99% of Americans.  Not to disrespect the service Major Roberts provided to the country but we don't need 100 Senators and almost 500 House Representatives   who all make more that $170k (1.5 BTC!)  a year to vote on naming bills. Time and resources can be better spent somewhere else.

The more I dig into these bills the more I am finding out that Congress passes a lot of laws that 99.99999% Americans just don't care about. Sen. Lummis hasn't shown to be raging Neo-Con yet but these coin and building naming bills are a joke.   I am sure Major Roberts didn't serve our country for him to be named after a VA center. If he was alive most soldiers are humble and would say no don't name that building after me.  But here we are Congress doing more nonsense.

Star-Spangled Banner Commemorative Coin Act - (Sec. 3) Directs the Secretary of the Treasury to mint and issue $5 gold coins and $1 silver coins in commemoration of the bicentennial of the writing of the Star-Spangled Banner.

(Sec. 4) Requires a coin design emblematic of the War of 1812, and in particular of, the Battle for Baltimore that formed the basis for the Star-Spangled Banner.

(Sec. 5) Limits the period for coin issuance to calendar year 2012.

(Sec. 7) Imposes a surcharge of $35 per coin for the $5 coins and $10 per coin for the $1 coins, which shall be distributed to the Maryland War of 1812 Bicentennial Commission for the purpose of supporting bicentennial activities, educational outreach activities, and preservation and improvement activities pertaining to the sites and structures relating to the War of 1812.

Yawn another coin bill. Sen. Lummis loves her coin bills. This one honors the war that established the Star-Spangled Banner song.  Once again glorifying war on precious metals that was once used for money. The mark up on these coins go to some special interest group (of course) that doesn't impact 99.999% of  Americans. 

I gave it a two because this does nothing to improve freedom and the well being of the American people. Another bill  Sen. Lummis supported was used to line the pockets of a special interest group that honors some war that most Americans don't even know happened.  I understand wanting to honor our fallen and the great men and women who paid a price for me to type these words today but enough is enough. All of this time and resources wasted on these types of bills is ridiculous when they could be working on real laws that can have an impact to improve the lives of all Americans.

After six bills Sen. Lummis has 15 points out of a total 30. ***That is good for 50% freedom score.*** These coin bills are pretty lame. Besides collectors and war historians these bills do nothing for almost all the people in this nation yet they get drafted voted on and signed into law all because a special interest group wants to capitalize off the back of US tax payers to mark up gold and silver coins on a war that no one remembers or even cares about due to all the forever wars recent american generations have lived through. Come on Sen. Lummis do better!

# Multinational Species Conservation Funds Semipostal Stamp Act of 2010

## The Bill in Summary:

Multinational Species Conservation Funds Semipostal Stamp Act of 2010 - Requires the United States Postal Service to issue and sell, at a premium, a Multinational Species Conservation Funds Semipostal Stamp. Requires the use of such a stamp to be voluntary on the part of postal patrons.

Requires proceeds from the sale of such stamp to be: (1) transferred to the United States Fish and Wildlife Service (USFWS) to help fund the operations supported by the Multinational Species Conservation Funds; and (2) divided equally among the African Elephant Conservation Fund, the Asian Elephant Conservation Fund, the Great Ape Conservation Fund, the Marine Turtle Conservation Fund, the Rhinoceros and Tiger Conservation Fund, and other international wildlife conservation funds authorized by Congress after the date of this Act's enactment. Prohibits such proceeds from being taken into account in any decision relating to the level of appropriations or other federal funding to be furnished to the USFWS or such Funds.

Requires the stamp to be made available to the public for at least two years.

Prohibits such proceeds from being used to fund or support the Wildlife Without Borders Program or to supplement funds made available for the Neotropical Migratory Bird Conservation Fund.

# The Score (3/5) 

Another middle of the road bill from Sen. Lummis.  Tax payer (or treasury bond sales) dollars are used to pass a bill to have the USPS issue animal stamps. I gave this a 3 because it is another middle of the road type of law that 99% of Americans don't really care about. The cause is good that it provides funds to conserve animals and wildlife which is way better then spending money on the military industrial complex. 

One may ask why can't this be done in the private sector? Why must Congress waste time energy and resources on such bills. These wildlife interests' groups can go to USPS directly and do a deal and just print the damn stamps. Why does this need an act of congress. A bill that must pass both the house and senate and be singed by the president. Such a joke

After five bills Sen. Lummis has 13 points out of a total 25.

This bill is another nothing burger. I love nature as much as the next guy but an act of congress to put animals on paper stamps for  to pay for snail mail is just a waste of time. Bills like this are part of the dog and pony show that congress does. It makes you think that its one big circle jerk. This is Sen. Lummis 5th bill she was attached to that doesn't move the needle for freedom and self-sovereignty. Shes trending at a 52% clip because the sales of these nonsense bills do go to more well-being ideas like Girl Scouts and wildlife preservation but so far I am not impressed with Sen. Lummis.

Directs the Speaker of the House of Representatives and the President Pro Tempore of the Senate to arrange for the presentation of a congressional gold medal to Arnold Palmer (golf professional) in recognition of his service to the nation in promoting excellence and good sportsmanship.

Authorizes the Secretary of the Treasury to strike and sell duplicates in bronze of such medal. Requires proceeds from the sale of such medals to be deposited into the United States Mint Public Enterprise Fund.

# The Score (3/5) 

Who doesn't like a good round of golf? 

Honoring a sports figure for promoting excellence and sportsmanship is good. I don't know much about Arnold Palmer besides he was good at golf and that he created the half lemonade, half iced tea beverage that bears his name on the Arizona Ice Tea branded beverage. But this bill leans more towards well-being by honoring great human accomplishment.   

This bill is not pumping the bags of the military industrial complex. The honoring of Arnold Palmer is an implicit vote for improving overall human well being. The amount of skill needed to be great at golf takes a lot time and dedication. This can inspire Americans to achieve greatness in all that they do. Opening the door for others to try the game of golf and improve their lives in a positive manner. 

The reason I gave it a three because again this is a bill that doesn't really move the needle in either direction. The time Congress uses to bring forth and vote on bills such as this is more time lost to actually trying to fix some of the issues that face america today. Using tax payer money to mint bronze medals of this award and proceeds go back to the US Mint is not ideal but doesn't really hurt Americans in the long run.

After four bills Sen. Lummis has 10 points out of a total 20. That is good for 50% freedom score. 

Two coin bills for the soft support of the military industrial complex and 2 bills honoring more of the positive things in America lands Sen. Lummis in the middle of the road. With these bills becoming law Sen. Lummis should be settling in and building upon her connections and making sure she can put forth her policies to make America better for all citizens.  Lets hope her next bill lands a score of 5.

Medal of Honor Commemorative Coin Act of 2009 - Directs the Secretary of the Treasury to mint and issue $5 gold coins and $1 silver coins emblematic of the design selected by the Secretary, after consultation with the Boards of the Congressional Medal of Honor Society and the Congressional Medal of Honor Foundation, in honor of the distinguished service of the American military men and women who have been Medal of Honor recipients.

Limits the period for coin issuance to calendar year 2011.

Imposes a surcharge of $35 per coin for the $5 coin and $10 per coin for the $1 coin, to be distributed to the Congressional Medal of Honor Foundation to help finance educational, scholarship, and outreach programs of the Foundation.

Prohibits a surcharge with respect to the issuance under this Act of any coin during a calendar year if, at the time of issuance, it would result in more than the statutory maximum of two commemorative coin programs per year.

# The Score (2/5) 

Once again another coin bill highlighting war. While these men or women  may have done great things in the battle of war to keep America free, I think the government can find other ways to honor them rather than using economic units like gold and silver coins.  

While most Americans will never seek or see these coins in their lifetime one must ask why does Congress spend so much time passing these bills? Who is benefiting from this? The coin minters? The gold and silver miners? The US mint? 

The tax payer is footing this bill so some contractor can profit making and selling these coins.  I would have more respect of a bill like this if the coins were minted for those families who lost a loved one or were awarded the medal and the coin was part of award. But using tax payer funds to mint coins to honor war heroes smells like the bidding of neo-cons who love forever wars.  

Just like Part 2 I am keeping from scoring this a one because they aren't doing this on paper money. 

# Total Score (7/15)

After three bills Sen. Lummis has 7 points out of a total 15. That is good for 46.6% freedom score.

This is a rough start for Sen. Lummis. Since she was a new on capitol hill maybe she had to make nice with her neo-con Republican buddies and be a part of these coin bills. Something light and easy as she builds political power and sway as she starts her career.

But from a bitcoiners perspective using tax payer dollars to honor war via coins is dumb. My whole life as an American  I never once heard some one say " Yeah I wish my Senator (or Rep.)  would pump out some coin bills because we just have to keep honoring those who killed others in war" 

So far Bitcoin's culture leans anti-war. The fact it is trying to end central banking which funds this perpetual state of war is proof that bitcoin is trying to achieve peace or if a country does go to war it will be very expensive and cost that nation a great deal of an asset that can never be created out of thin air. 

Bitcoin in 2024  is all about peace and well-being.  As Sen. Lummis keeps passing these coin bills the more and more I will start to think she is just a Neo-Con but the soft type by doing stuff like this.

5-Star Generals Commemorative Coin Act - (Sec. 3) Requires the Secretary of the Treasury to mint and issue $5 gold coins, $1 silver coins, and half-dollar clad coins in recognition of five United States Army Five-Star Generals: George Marshall, Douglas MacArthur, Dwight Eisenhower, Henry "Hap" Arnold, and Omar Bradley, alumni of the United States Army Command and General Staff College, Fort Leavenworth, Kansas.

(Sec. 4) Requires the design of the coins to include portraits of the generals.

(Sec. 5) Restricts the issuance of such coins to calendar year 2013.

(Sec. 7) Requires specified surcharges in the sale of such coins, which shall be paid promptly to the Command and General Staff College Foundation to help finance its support of the College.

# The Score (2/5) 

Unlike the Girl Scout coin which gave the potential of increasing human well being by empowering young American girls to learn skills and make life long friendships, this one is funding war college and the accomplishments of past generals.  

The idea of honoring war generals who were pivotal figures in the World Wars is admirable but do we actually need them on the money? Or on precious metals?  On $5 gold coins and $1 silver coins?  

War generals can be honored in museums or at military bases. The American public doesn't need to honor these men on any economic currency unit. While this isn't 100% fueling the military industrial complex it does amplify men who killed hundreds of thousands of people some who I am sure were innocent civilians but were just at the wrong place at the wrong time.   What makes this bill even more anti freedom and human well being is that the proceeds go to fund more war. 

If the defense budget was lacking support I could understand this but selling coins to fund military  command school to pump out more generals is a bit overboard. America invests enough as it is to the war effort. The last thing it needs is to sell coins on the tax payer dime to pay for more war college.  I would have had more respect for Lummis if the proceeds to this bill went to help veterans who need help or other programs that promote well-being for the soldiers. 

The reason I didn't give this a one is because they did this on somewhat "hard" money. While the gold and the sliver content is much more valuable than the denomination of the coin it is still better than printing these men on paper money. These coins will never be used as legal tender and most likely  be used as collector items by war history buffs or by those looking to stack gold and sliver coins to protect their purchasing power from the inflating dollar.  

Overall Lummis if you are going be considered the bitcoin senator you have to do better than this.

One might think  these two coin bills are inconsequential. But here I would argue they do matter.  First, is the time that these Senators use to craft, vote, and approve these bills is a real opportunity cost for our policy makers. Besides the two interest groups who this impacts 99% of Americans probably don't care about this but yet time is devoted to it.  

Second,  as coins get minted that is a cost to the USA Government. One coin was for well-being. The other was about honoring war generals.  A cost that the taxpayer has to burden. If you asked Americans if they wanted their tax dollars to be spent on the US mint to make these coins they would most likely say no.  This could have easily been done by the private sector. The US government didn't have to use a law for this.

# Background 

Over the last few years Cynthia Lummis has become a vocal advocate for Bitcoin. (and yes Crytpo as well) For what it is worth I want to take a deeper dive and try to find out who this Senator really is. Over the next few months years or whenever I get time I want to review each of the bills  that became law that she had a hand in and see is she really on the side of freedom or just another neocon trying to keep USA citizens broke, poor, and sick.

Girl Scouts USA Centennial Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue up to 350,000 $1 coins in commemoration of the centennial of the founding of the Girl Scouts of the USA. Requires the coin design to be emblematic of the centennial of the Girl Scouts of the United States of America.

Restricts issuance of such coins to calendar year 2013.

Subjects coin sales to a surcharge of $10 per coin.

Requires payment of such surcharges to the Girl Scouts of the United States of America for Girl Scout program development and delivery. Provides for examination by the Comptroller General of books, records, documents, and other data of the Girl Scouts as may be related to the expenditures of the amounts paid.

This bill is pretty harmless. You can argue it increases privacy because they are minting physical currency and giving it a value of $1 that can be accepted as legal tender across the United States but only making 350,000 of these coins it  is clear the goal here is to highlight the Girl Scouts and it appears to help them fund-raise with the payment of the surcharges going to the Girl Scouts.  I gave it a three because this is pretty middle of the road. You could say this is commie in nature because funds are going to the Girl Scouts via a public fund raise of a coin but I think this is a noble cause. Empowerment young American girls to learn skills and build friendships is good thing. Cynthia being female herself I am glad she took action to help young children in the USA gain some skills. Nothing here screams Neo-Con, forever war, or busing the US budget.  Good Job on this one Cynthia. I think most bitcoiners can agree with type of policy.
