Multinational Species Conservation Funds Semipostal Stamp Act of 2010

The Bill in Summary:

Multinational Species Conservation Funds Semipostal Stamp Act of 2010 - Requires the United States Postal Service to issue and sell, at a premium, a Multinational Species Conservation Funds Semipostal Stamp. Requires the use of such a stamp to be voluntary on the part of postal patrons.
Requires proceeds from the sale of such stamp to be: (1) transferred to the United States Fish and Wildlife Service (USFWS) to help fund the operations supported by the Multinational Species Conservation Funds; and (2) divided equally among the African Elephant Conservation Fund, the Asian Elephant Conservation Fund, the Great Ape Conservation Fund, the Marine Turtle Conservation Fund, the Rhinoceros and Tiger Conservation Fund, and other international wildlife conservation funds authorized by Congress after the date of this Act's enactment. Prohibits such proceeds from being taken into account in any decision relating to the level of appropriations or other federal funding to be furnished to the USFWS or such Funds.
Requires the stamp to be made available to the public for at least two years.
Prohibits such proceeds from being used to fund or support the Wildlife Without Borders Program or to supplement funds made available for the Neotropical Migratory Bird Conservation Fund.

Another middle of the road bill from Sen. Lummis. Tax payer (or treasury bond sales) dollars are used to pass a bill to have the USPS issue animal stamps. I gave this a 3 because it is another middle of the road type of law that 99% of Americans don't really care about. The cause is good that it provides funds to conserve animals and wildlife which is way better then spending money on the military industrial complex.
One may ask why can't this be done in the private sector? Why must Congress waste time energy and resources on such bills. These wildlife interests' groups can go to USPS directly and do a deal and just print the damn stamps. Why does this need an act of congress. A bill that must pass both the house and senate and be singed by the president. Such a joke

That is good for 52% freedom score.
This bill is another nothing burger. I love nature as much as the next guy but an act of congress to put animals on paper stamps for to pay for snail mail is just a waste of time. Bills like this are part of the dog and pony show that congress does. It makes you think that its one big circle jerk. This is Sen. Lummis 5th bill she was attached to that doesn't move the needle for freedom and self-sovereignty. Shes trending at a 52% clip because the sales of these nonsense bills do go to more well-being ideas like Girl Scouts and wildlife preservation but so far I am not impressed with Sen. Lummis.
