Hahaha....I don't usually rate other people's work, but this is just crap...
This shouldn't be done...you should contact the contractor, find out who did this unqualified work (also who signed the acceptance), and revoke the operating license from both.
This is unacceptable, life-threatening, and it's just plain rude to ask for/receive money for such "work".
