How bad was the weather? Would it have been unsafe for a human to drive?
I think they just need better detection for what is and isn't unsafe driving conditions, and better detection for what is and isn't an appropriate place to pull over (#904830). Easier said than done, I suppose.

It was a severe thunderstorm - violent wind, lots of rain, and a bit of hail. I wouldn't have driven in it.
