I don't think money printing/Cantillon effects were the point. I think that was just standard "Never let a crisis go to waste." stuff.

If it had been more deadly, I would have stuck with my initial conspiracy theory that the point was to clean up the unsustainable socialized medicine programs. It targeted exactly the right people, but didn't kill nearly enough of them to be useful.
