No one and he doesnt have to. He has clearly said he would take it over. That doesnt require paying a dime. The Gulf States are rapidly changing their tune when it comes to Hamas's future and everyone is aware they cannot remain in charge. If they do Gaza will not be rebuilt and eventually some terrible sickness will run through them just like what happened in Haiti.
They wont have power and they wont have clean water. Without those so many more will die and Hamas will crumble.
So the Palestinian right to return under international law since 1948 is just discarded?

Are they prepared to also let Israeli's return to places they resided like Gaza, West Bank, Etc? Its a two way street and lets not forget for decades the Israelis wanted the two state solution only to be invaded time and time again and then deal with terror attacks. Like anyone they finally got fed up with the BS and dug in with demands of their own.

And down we all go through the years, citing conflicting claims and grievances. Yet Trump thinks he can fix this with one nice beautiful condo development, better than anyone's ever seen before. Even if, and it's a big if, Gulf states went along with this, can you imagine the hatred on the Arab street directed at the great satan for generations?

Yeah ummm thats Iran and their proxies not the Gulf States and its a gross over simplification to say Saudi, the UAE, and Kuwait equals Iran's views. Again he is not going to develop condos I mean shit next your going to tell me hes sticking a Trump hotel in Green Land or even better seizing the Panama Canal.
He already accomplished what he wanted with the Panama Canal and notice how there isnt talk about it. Panama is leaving the Belt and Road and tearing up the contracts freeing Panama and so bam no more threats. Mexico is allowing the US military to conduct recon over their territory for the first time ever. Backs down from Mexico the guy forces peoples hands I mean he is getting ready to up Ukrainian arms to the max something no one thought he would do but he is going to force Putin to the table.

Hamas is going to ratchet up the talk till Saturday. I think it is still up in the air on if they agree to go back to the ceasefire and quiet frankly give back double the hostages Saturday... Possibly all foreign nationals to try and defuse that bomb.
If they stand pat then you are going to have Israeli soldiers move back in and the US provide overwatch bombing Hamas militants as the pop out and provide immeasurable intel into militant movements. The Arab nations will get upset however they will be faced with the fact that Hamas failed to uphold their end of the bargain.
Arab/Gulf Nations will have to further take a stand against Hamas and this will likely result in the critical step forward for peace with a UAE/Saudi and Israel joint peace keeping coalition for the Gaza Strip. This group will end up disarming Hamas having the PA move back in for elections and finally allow for the rebuilding efforts to take place.
Hamas is preventing rebuilding. Not even the Arab countries want to help because they know Hamas will use whatever is built to cause more chaos. Nation building is something that the US has failed with since WWII but there are key things that we can identify in our failures. Building back a country will require the Palestinian family to help. If no Arab countries help then it will never world so Gaza needs its Middle Eastern family to help them.
