of course. You can have your own internet in your home too. As i explained here how to make your own private LN if you want and nobody will know about it: #843264

Yes, Breez SDK have a couple of nice mobile LN nodes like Volt, Lipa and some others. Then you have Green wallet: https://darth-coin.github.io/wallets/getting-started-greenwallet-en.html
