I don't quite understand what he's proposing. A fund (like, an investment fund? Or a food-drive / fund the homeless kind of fund?) to distribute money to nostr client developers to collaborate on stuff?

He wants Nostr to try to focus on more "communities" based features of social media, whether public or private, as an important feature to develop since no client really does it right now.
Think anything from FB groups to SN territories.
The magical part is that if the feature is built at the protocol level all of Nostr wins

He's been already funding different projects on nostr development for about two years. Probably he wants to reinforce that funding on a more organized way and help building an more cohesive or coordinated set applications, services, etc., I guess.

He should just start another company and give the devs equity. It's like he blames twitter's fate on capitalism so is trying to build stuff through a kind of private communism.

I don't even think it's political necessarily (although it's relevant). I mostly blame twitter's business model + being a public company.
