Yes, that is the problem with every state apparatus. The parasites will push back every time they think their bull is about to be gored. They love their something for nothing lifestyles and would have to change under a free market system. I was in India before they started going more towards a free market. It seemed like everything was price controlled in the markets. Of course, as a foreigner, I paid the special foreigner’s price on most things unless I felt like haggling.
