As it related to Watergate and articles of impeachment were drafted by a House committee which led to Nixon resigning

Fauci or Milley or J6 committee were never charged with a crime.  These preemptive pardons are intended to stifle any investigation or interrogation

Milley can still be court martialed

Nixon's pardon was also preemptive (though targeted more at one person, obviously).
