As it related to Watergate and articles of impeachment were drafted by a House committee which led to Nixon resigning
Fauci or Milley or J6 committee were never charged with a crime. These preemptive pardons are intended to stifle any investigation or interrogation
Milley can still be court martialed

but it wasn't pre-emptive like: I pardon Nixon for all potential crimes he committed between 1965 and 1975

IMNAL however I don't understand how you can "pardon" someone when no charges have even been filed.
These sorts of preemptive & blanket pardons would seem to be unconstitutional
