Suddenly, this led me to chase down the origin of this quip. It's most famously attributed to Yogi Berra, who said, "Nobody goes there anymore, it's too crowded." But the furthest back I could trace it after a 3 minute search was from 1882:

Every city should have a visitor's entry fee. Toronto should have an entry fee too. If the freeloaders from the GTA want to use and clog up the infrastructure of the city daily so they can work better jobs they should pay up. Anyone with a Toronto address should have an exemption.

The drop in traffic is probably mostly due to people working low-wage jobs that can no longer afford to commute to work by car.

Don't think about it as double taxing. Think of it as splitting tax in 2 components, in which one component scales linearly with resource usage.
Game theory is a harsh mistress.

im not upset.. but these double taxing schemes dont amuse me..
here we now pay taxes for polluting.. No air is cleaned.. They just fill politicians pockets.. what i hate more than taxes are taxes not being used rigth

toll roads and public transit are two examples of the same thing.
you pay taxes upfront, and you pay extra every time you use them.

Rich people are more likely to drive, poor people are more likely to take the subway in NYC.
