toll roads and public transit are two examples of the same thing.

you pay taxes upfront, and you pay extra every time you use them.

im not upset.. but these double taxing schemes dont amuse me.. 
here we now pay taxes for polluting.. No air is cleaned.. They just fill politicians pockets..  what i hate more than taxes are taxes not being used rigth
