More like their management of money will derail the project.

California, the one that is having the trouble with fire?
If they cant manage putting out their own fires, how are they going to fund this project?
They need to figure out a way out of their problems they have now, instead of creating more debt and problems for the future.
Chances are they will run into zoning problems half way into the project and have to cancel it.
