Well the Eastern part of the state does get snow with the mountains after all!
I think because of the numerous ones caused by power lines and transformers over the years that people kinda just default to that. Esp. since these kicked off during the super strong over 100 mph Santa Anna winds that people just go oh power lines not oh this is a great time to cause destruction.
this territory is moderated
To the extent I thought about it at all, I also assumed something like powerlines or other accidental ignitions. Once the third one flared up, though, it seemed like intentionality has to at least be entertained.

Before I looked into the fires I though it might have been some particularly nasty wind hit the coast and ya know just knocked down a series of poles but when I looked into it the lines in those areas had been "unpowered" for a few hours and that was when I went okay this probably isnt the lines. I could have easily seen to that a homeless person had accidently started one just trying to cook food or something but there are to many at this point and now you got this guy caught which I think seals the deal of most of these being caused on purpose.
Is it one person or is it several who know but I dont think these were caused by the power company
