I wonder who is putting up the cash? Is it California or the US? In any case, the taxpayers are paying upfront for the company to run profits later, aren’t they? I know that they are sitting in the middle of a desert area in LA, so they have to get their water from one place or another.

The problem is there is no money for it because they are running the tax paying companies out of the state. Then they have spent what they had on things like homes for the homeless at 600K each. I don’t think the US taxpayers should bail them out, either. Also, they seem to be big on wasting the water that they have whilst taking it from the farmers in the Central Valley.
