I agree with you, these rules are more directed to kids between 12 and 16 years old. In case they are younger, the rules should be simpler, but with the same limits. Do you have a link to the book?

Certainly some duplicates and a little too lengthy i would think, but yea for sure not a bad idea. 
George Mekhail in his parenting book had some similar rules with his kids (though, not as expansive as this)
