It's not a scam, it's a btc faucet and it's been running at least for 6 or 7 years now. Reading your conversation with the OP, I found that OP was saying 0.1 BTC while it's actually 0.1 mBTC (0.0001 BTC).

I didn't say it's a scam because of the title. I said the title is clickbait.

Wow, there is your scam.
You earn 7 satoshis per click and you can only withdraw once you reach 10 million satoshis? That makes no sense.

You should have written "Earning 0.1 bitcoin by clicking button for almost 1.5 million times" then. Again, big difference between "clicking just button" and what is actually the case.
