I totally agree. What is important is the motivation to comment.

Yes sometimes, after you comment, you should make a separate post to further explore the idea in the comment.

You are absolutely right about that. Territory owners will know if these fees are feasible or not. But for example, Bitcoin-related territories, which are, as we say here, "the chicken of chicken rice," have acceptable publishing costs.
On one occasion, in the territory ~BooksAndArticles, its owner @siggy47, launched a contest to make a post about our Bitcoin journey. Likewise, other owners could launch ideas about which the stackers could publish in a given week, that would help those who do not have a 💡 to start a publication, and it would help the territory and the platform, in short, good for everyone.
They could even do a survey to determine what topics the stackers would like to publish on. These are just ideas that I propose and I do not think that would restrict anyone's freedom of expression, it would only be a suggestion on topics, without incurring a reward.

i mean it's like one sat to comment which is tiny. i think the balance is good though as making a post should cost more to detract from spam and farming , like moon farming posts on reddit, whereas comments and engagement have to be cheaper because without them, it's not interesting.
but if comments made too much, it would encourage spam attempts.
v4v is very hard i think, but SN seems to be hitting a great balance imo
