I think this is what @l0k1 is proposing with Idra.
I think Indra is creating a new Tor, but only for bitcoin and lightning.
You'd need Indra in parallel to Tor for Tor-sats to work. If bitcoin is on Tor, you have a catch-22.
My idea is to pay the relays and exit nodes whatever rate they're asking to open a circuit through them which means your tor proxy would need a lightning wallet connected to Indra, I2P, or direct on-net to pay the tor channel-open invoice.
This would effectively make lightning impossible over Tor unless there was a special lightning payment layer built into Tor itself.
