I have the same answer, so I'll give an honorable mention to Kenneth Arrow.
He used more modern mathematical notation to demonstrate several extremely important results: i.e. collective decision making cannot be done fairly and the market clearing price will always be at an optimally efficient level.
He doesn't get enough credit, imo, because his indisputable conclusions are very inconvenient for the wannabe technocrats who dominate the profession and because his mathematical approach is not appreciated by the Austrians.

I don't think there is any one best, they are all coming from their own views. I think aggregating their views helps us shape a bigger picture.

Adam Smith (invisible) hands down especially like his attitude on making the rich pay more tax than the poor. His reasoning is far more sophisticated than the neoliberal libertarian nonsense that claims Smiths work somehow justifies their crude greed is good decadence.

I have a hard time ranking people for many reasons but one big one is if they lived in different times they likely influenced each other. They likely built on top of each other's ideas or at least in contrast.
Now I really like Mises, Rothbard, and Hoppe but wouldn't presume to say any of those are the best. They all have contributed to the knowledge we have.
