Grouping "American Region" is a little too broad. I bet the average American drinks 2x the amount of wine than the average Mexican. Likewise, avg Argentinians may drink more than Americans....
An interesting side-note, is that Mexico (especially Baja region) was hotbed of wine early in countries history....but Spain got nervous that they would become wine powerhouse and undermine prices so put pressure to move production to beers and spirits.
