Women should join the workforce if they want because they want. Not because the state wants to generate economic growth.
Yes, you're absolutely right. Unfortunately, most of India is male dominated society and woman, otherwise worshipped in Hinduism, aren't allowed to work outside. This is also one cause of lower employment.
What state is actually doing here is just tipping women for their work in social services. There are 1 or 2 Aasha (involved in maintaining the health of pregnant women and nutrition for children) workers in every village but they are so highly underpaid that even a women working in a good city restaurant gets more in tips.
