Sometimes villains draw more attention than any character in the plot, including the main characters. This happens to me frequently when I play a video game, for some reason, I tend to focus more on the antagonist, and I like to investigate his personality and why he ended up going crazy in such a way or doing such acts that lead in many cases to total chaos or disaster in the game's plot.
In my case, my favorite villain in the history of video games is Kefka, the main antagonist of Final Fantasy VI. Without giving too many spoilers, I'll just say that he's a really crazy villain, with no remorse for causing pain or killing whoever gets in his way. His philosophy is nihilistic, seeing no meaning in life, anyone who has played FFVI understands why this villain causes fascination due to his unusual personality.
It’s probably Frank Fontaine from Bioshock. I love the deception at the heart of that game “would you kindly”. 😄

Mine is probably The Enclave from Fallout 3. It's the charming folksy old-timey remnant of the American government.

I cant remember which game. It had all the tekken characters, joker, batman. Some kind of fighting game. Usually he just rolled and kicked, and took out a grenade.

One of my favorite is Gary Smith from Bully.
He has a personality you'd expect from an antagonist: narcisistic, manipulative, paranoic, arrogant and vain. In the game Gary manipulates students and adults to trust him for his own benefit. He openly talked about take over Bullworth, and targeted his attention to Jimmy, the protagonist, to do so.
