I think it would definitely be better if the Bitcoin company offered gift cards denominated in satoshis, operating on top of a Ecash mint, but until they do, it is a useful stop gap.
But the question does remain, what is the definition of a Bitcoin company? Because the Bitcoin Company is indeed promoting the usage of Visa products, does that actually make them a fiat company?

TOTALLY YES! If you push people to use fiat products, what will you get other than just fiat? Merchants will just get over it and only accept those VISA cards, never looking into accepting BTC only. Make the merchants accepting BTc not VISA - that is the definition of a Bitcoin company, not the way around.
A real Bitcoin company will never use fiat in any shape or form. Bitcoin only.

What other qualifications would you put on it? There are other potential loopholes such as using Tether or shitcoins in general, but not having a bank account.
