Regarding loopholes, there should be special protections for retired people who are renting.

These loopholes don’t exist in California and USA in general. The one exception is if a landlord wants to tear down or gut an entire building and he has to compensate the tenants at least 15,000 dollars. However in cities like Los Angeles, anyone age 62 plus, can’t be evicted from anywhere. Even seniors who don’t pay rent get special protection. Being a landlord or a renter is no picnic.
