Well it would be constantly running, looking for mentions to act on. So it would have to be running somewhere. You would also need a database with sufficient size. Depending on how popular it gets you may also need to manage the space requirements.

I see. Realizing this may be more than I bargained for.
I found a decent tutorial using twerpy and python to create bots on twitter. I have minimal python exp, but might be a fun project to mess around with.
