I've never considered 911 an "inside job," however, I do believe Intelligence agencies knew about it in advance and allowed it happen. The Neocons needed a pretense similar in scale to a "new Pearl Harbor" to build support for "regime change" in the middle east - see the Project for a New American Century's document "Rebuilding America's Defenses".
