The US claims much more than that. You're interpreting the situation too legalistically. People in power don't care about what's written where, unless they think ignoring it is impractical.

Good luck with the whole "you work for me" thing if you are ever at cross purposes with the regime. It's not true in any sense. They don't believe it and they will not act as though they believe it. You'll get farther thinking of them as a criminal enterprise and acting accordingly.

It seems like you and I might agree on that point, or at least something near to it. They do only have power because normal people act as though they have power. If people ignored them, they would just be a group of randomly violent maniacs.
Where I want to caution people is in thinking words on a page will necessarily protect them. They might, but there are no guarantees when it comes to conflicts with people who perceive themselves as being in charge.

we can agree completely here too. always keep in mind that it's dealing with people, no matter how evil or wrong they are. the words on paper are expression of intent, wich is the most important in law. you would be surprised how things change when attitude changes
