Please tell me where in the whole Bitcoin white paper says "its a deflationary asset" ?

Deflationary is defined as a reduction of the supply of money in an economy. In this case, a reduction of the supply of Bitcoin in the economy. The code might have it at a fixed supply but because people loses access to their Bitcoin, the supply gets reduced. It might not be a lot but by this nature it's deflationary.
