Exactly! When I was new to bitcoin this tripped me up. I think @odell was the first person I heard be accurate about this when discussing the topic. There are other things in bitcoin that get simplified but in a way that makes them incorrect or allow one to draw incorrect conclusions.

Finally someone who mentions WHO's mempool will clear. Getting annoyed at those posts that treat mempool as one global thing.

What is the precise, technical definition of a "clear mempool"?

Does it mean that all pending txns could fit in the next block if it were mined "right now"?

Or is it "clear" when a non-full block is mined because there were not enough txns available to the miner to fill it?
