Are you an idiot? Cities have thousands of roads in&out. Suburbs are easy to be locked because a single road leads to the highway and few gas pumps are enough to centrally contol a whole region.

Nobody wants to ban them. You can own one and drive where ever you want. And due to people doing this more rarely you have more space on the road when you do so.
