Not sure about question #1, but for question #2 I think the answer is whatever you're willing to lose. I see warnings all over the place that LN is "still in development" or "experimental technology" yada yada. Nothing I'm sure you don't already know but, nonetheless...
It's also the same with Bitcoin and all other cryptocurrencies since it, most of them, especially the old school guys like Dan Larimer like to loudly pronounce that it's unstable and everything is at yoru own risk.
But everyone knows that the fiat systems with their pretense of guarantees gives no more security.

Sats cards are on-chain. It should have all of the security of the bitcoin network in that sense, the question is more of physical security. You essentially hand them over as a form of cash, the premise being that accessing the private key in any way physically changes the chip.
I have seen those warnings about LN, which on somewhat confused by because it's been around for like 5 years at this point.. When will it be declared production ready?
