Of course it is. It is for anyone who uses words to decide that. Unless they're being coerced otherwise for some reason. Then, it is not their decision, but someone else's. But I don't abide by that kind of thing, so, who else would you rather decide?

Well it is , but a wide range of people is using “crypto” to describe hundreds of projects that ends being scams,
Bitcoin is no crypto is a way to say that Bitcoin is different than other projects who are not decentralized and open.
We can say that being crypto is the less interesting part of Bitcoin.
