Profit and loss feedback mechanism. Walmart lets things be a little dirty and inconvenient on purpose, because that lets them deliver products at the prices their customers want. It's not like Target is keeping floor buffers as a trade secret from Walmart, they're just aiming at a different part of the market.

Countries with state-run grocery stores have also run them inconveniently and neglected their hygiene but they also didn't have enough goods stocked for the public.

One must ask why? Private companies neglect stuff all the time. Everytime I walk into a Walmart the floor seems a bit dirty and they never haven enough cashiers.
