Because the bots were commenting regardless of the comment fee, but the humans were thinking twice.
So I think 45 was too much, because all it does is piss off humans while not preventing bot spam. Thus i did /3

Why might bots be sensitive to posting fee but not comment fee? Are we missing something in the incentive structure?

I don't know! It could even be that the posting fee wasn't what caused the drop in posting, but the downzaps did? Unsure.
