"Cash burning" is possible where there is cash :)
For example, I can't burn it because I don't have that much (hehe)
Generally, irresponsible lending is the main reason, typically with companies that are heavily subsidized by the state (also).
And the sad thing about it all is that I don't think this will ever change...
