It does, in order to save Israeli lives.
Saving Israeli lives is the first and foremost goal of Israel. To the extent they can carry out the operations without collateral damage, they should.
But beyond that, they can eliminate any threat and impediments to save Israelis, even if innocent kids are being used as cannon fodder by hamas.
An Israeli life takes priority over a gazan life in Israel's eyes.

The government of Israel? That doesn't seem to be the case. Not based on their actions. It seems as if they want to provoke more violence. It doesn't seem like that is the current government's goal. Yeah it is clear they view the Palestinians as expendable but like most states, the citizens safety is not their priority. Power is the priority.

Since I’m not a collectivist, that doesn’t count as justification to me.
Also, since Israel has killed far more Muslims than visa versa, that seems to “justify” exterminating the Israelis.

You don't have to be a collectivist to see that. You need to realise that a nation state's primary responsibility is to its own citizens first, then others. It applies to any nation state conducting military operations. And if you were not collectivist, you would mind your own business, taking care of your family, instead of spreading propaganda for jihadists.
If Israel has killed more Muslims, all I can do to celebrate is to raise a toast for the great people of Israel (a few of who I am fortunate to call friend).
You can rage, rave and blow steam. We are on different sides, you may find peace in your side.
