You cannot reflect the actions of the political establishment on the people, especially when a very large part of the country is extremely unhappy with that establishment.
That's fair. But also, I think RR Reno's analysis of the "post-war consensus" is primarily an analysis of the thoughts among the elite, i.e. the establishment.
Though, i do agree he probably spoke off the cuff and unfairly in the video.

Yeah, he is speaking of the elite of the elite. I don't think he's wrong though about the German youth's willingness to serve in the military. And if @optimism is correct about the reasons that doesn't change the fundamental problem. The German youth either aren't willing to defend their nation or they have lost faith in it altogether.
And without a compelling story and outreach to migrating populations to adopt some new uniting story, the more dominant and inspiring story will win. Which is what I think he's getting at. The middle eastern and north African counties don't have weak gods.

I do think many young people have such a jaded view of the world, or perhaps because they've been too influenced by post modernism, that it causes them to not rise up and take responsibility for distinguishing between good and evil uses of power

We in the US. Men specifically have a lot of blame for the world. We have been too passive and allowed feminism as an excuse for not taking responsibilities and leading. Great leadership doesn't have to be toxic and controlling. Many years ago my pastor at the time challenged the young men in out church to reject passivity. It's easy to just go along and not grow up. To allow your wife to be more like a mother for a perpetual adolescent male.
Or worse yet to just sleep with weak women or live with one making zero commitment. I reject the idea that there are not women that want a real man. You just have to be one and you will find the woman that shares these values. I've seen it.
Few things turn my stomach more than passive males that have shirked responsibility for their choices and family. Everyone has excuses. I have no time for it anymore. We need to grow up and be men.

I'm beginning to think that the worst response to nationalism is to demonize. That really will only give cover to the most extreme and dangerous actors. When the left calls Kirk a fascist it gives cover to the actual fascists. Same goes for the right blanketing all people of the left as woke or socialists.
